City Police Seek Help in Open Murder Cases

On November 17, 2013 Alvin Hayles was shot at the intersection of Cannon and Market Street in front of numerous people. He was transported to Mid Hudson Regional Hospital where he was pronounced dead. On September 9, 2014 David Reed was shot while sitting in a car in front of 129 Garden Street in front of numerous people; he was taken to the Mid Hudson Regional Hospital where he was pronounced dead. On December 17, 2014 Juan Ramirez was shot while standing in the doorway of 15 Gifford Avenue; he was taken to Mid Hudson Regional Hospital where he was pronounced dead. Search Warrant Leads to Drug Arrest

On Saturday, January 17, 2015 members of the City of Poughkeepsie Police Department Neighborhood Recovery Unit and Emergency Services Unit conducted a search warrant at 169 Mansion Street, Apt. 1W. This search warrant was the result of an investigation conducted by the Neighborhood Recovery Unit regarding narcotics distribution at that location. As a result of the investigation, officers recovered a quantity of cocaine, scales, packaging material, marijuana, and seized approximately $1450. Darrell H. Ward, 46, of 169 Mansion Street, Apt. 1W, was arrested and charged with criminal possession of a controlled substance in the third degree, a class B felony. Ward was held at the City of Poughkeepsie Police Department pending arraignment at City of Poughkeepsie Court. Arrest Warrants for Level 3 Sex Offender

Jake Corston Jr., a level 3 Sex Offender is wanted by the City of Poughkeepsie Police Department for failure to register and verify, and falsifying business records in the first degree, both class E felonies. The defendant frequents the City of Poughkeepsie but has ties to the Red Hook area. On Tuesday, January 20, 2015 members of the City of Poughkeepsie Police Department Neighborhood Recovery Unit and Emergency Services Unit conducted a search warrant at 513 Main Street, Apt. 2. This search warrant was the result of an investigation conducted by the Neighborhood Recovery Unit regarding narcotics distribution at that location. As a result of the investigation, officers recovered a 521 bags of heroin, 107 bags of PCP, packaging materials, a small quantity of marijuana, and seized approximately $866. Melissa Ramirez-Pittman, 40, of 513 Main Street, Apt. 2, was arrested and charged with criminal possession of a controlled substance in the fifth degree, a class D felony and Berry Pittman, Jr., 38, also of 513 Main Street, Apt. 2, was arrested and charged with criminal possession of a controlled substance in the third degree, a class B felony. Both are being held at the City of Poughkeepsie Police Department pending arraignment at City of Poughkeepsie Court. Man Arrested on Gun Charge

On January 21, 2015, at approximately 2:53 p.m., City of Poughkeepsie Police officers responded to the area of Main Street and Rinaldi Boulevard for the report of a man with a gun. Officers received information that the man with the gun was walking with another subject. Upon conducting an area check, Officers observed two subjects on Main Street that matched the description provided by police dispatch. When officers attempted to stop these two subjects, both subjects ran from officers in different directions. Officers gave chase and were able to detain one subject in the upper parking lot of the Poughkeepsie train station. A loaded, .380 Berretta, handgun was recovered. The second subject was located in the basement of a vacant church at 11 Davies Place. This subject was taken into custody without further incident. During the course of this investigation, the subjects were identified as Ashton Latouche, 21, a City of Poughkeepsie resident, and Devon Gaston, 29, also a City of Poughkeepsie resident. Latouche was charged with criminal possession of a weapon in the second degree, a class C felony. He is currently in the City of Poughkeepsie Police cell block pending his arraignment at City of Poughkeepsie Court. Gaston was charged with criminal trespass in the third degree, a class B misdemeanor. He was released on an appearance ticket. Rental Scam Reported

A rental scam has been reported to City of Poughkeepsie Police in which a house is being advertised on Craigslist as being available for rent. The house is vacant and for sale but it is not being rented out. Unknown parties put a fake advertisement on Craigslist asking for money to be wired to an out-of-state address in return for a key to the property. Prospective tenants are advised to not rent a property sight-unseen or without meeting the landlord/owner in person. Mayor Declares Snow Emergency

A snow emergency has been declared beginning at 6:00 p.m. this evening, January 26, 2015. The Snow Emergency will remain in effect until further notice. Mayor John C. Tkazyik would like to take the opportunity to remind city residents and visitors about the regulations that are put into effect when a “Snow Emergency” is declared. City HallDue to the severity of the storm, City Hall is closed to the public and to all non-emergency personnel on Tuesday, January 27. City Hall will reopen on Wednesday, January 28. City Transit SystemAll City transit services are cancelled for Tuesday, January 27 and Wednesday, January 28. Service will resume on Thursday, January 29. Dial-a-RideDutchess County Dial-a-Ride is cancelled for Tuesday, January 27. For more information, please visit the Dial-a-Ride website. Sanitation & RecyclingSanitation and recycling collection is cancelled for Tuesday, January 27 and Wednesday, January 28. Sanitation and recycling collection will resume on Thursday, January 29. Snow RemovalResidents and business owners must clear sidewalks in front of and adjacent to their residences and businesses, as required by the City ordinance. Placing snow into any roadway is a violation of the City of Poughkeepsie Code of Ordinances. Please comply with all parking regulations for your street. Clearing Snow from HydrantsWhen shoveling your driveway and sidewalk, please remove the snow from around any fire hydrant common to your home or property. Clearing the snow around the hydrant and shoveling a path to it from the street will give the Fire Department the access that they need. Under the Codes of the City of Poughkeepsie there is a responsibility of the owner/lessee of property fronting a hydrant to maintain the area clear around the hydrant. Failure to clear and keep clear a hydrant may result in a $100 fine or more. Snow Emergency RoutesDuring a “Snow Emergency,” vehicles are required to be removed from streets that are designated as a snow emergency route. The City is also encouraging those who do not live along a snow emergency route to relocate their vehicles to City Municipal lots during the storm to facilitate clean-up. Vehicles that are legally registered, inspected, and insured may be parked in a City of Poughkeepsie municipal parking lot that is open to the public, free of charge, during a declared snow emergency. Vehicles that are parked on snow emergency routes during a declared snow emergency are subject to ticketing, towing, or impounding at the vehicle owner’s expense. If your vehicle is towed, an impound fee must be paid prior to it being released. Instructions for release can be obtained by calling the City of Poughkeepsie Police Department at (845) 451-4000. Vehicles should not be parked on snow emergency routes until the snow emergency is cancelled. Snow emergency routes can be found below. New York State Humane Association Offers Reward

January 27, 2015  FOR IMMEDIATE RELEASE  CONTACT PERSON:   Patricia Valusek, Chairperson:  (845) 532-2756   $1,000 Reward to Find Man Videotaped Beating His Dog  The New York State Humane Association, headquartered in Kingston, NY, is offering a $1,000 reward for information leading to the arrest and conviction of the man who was videotaped beating his dog in Pulaski Park near Talmadge Street in Poughkeepsie, on January 28. Police have identified the man as Theophilus J. Burke, 37, and the dog as Gizmo a small white dog belonging to him. According to Police, Burke lives in Brooklyn, however, he was no longer at his last known address. A warrant for Burke’s arrest on animal cruelty charges has been issued, and police believe Burke and the dog are still in the New York City area.  This individual videotaped committing this crime must be brought to justice. Anyone with information is asked to contact the Poughkeepsie Police Department Detectives at (845) 451-4169.  The New York State Humane Association has conducted animal cruelty investigation workshops for police and humane investigators throughout the state for the past fifteen years and has offered rewards to assist police with their investigations. A key segment of the NYSHA workshop focuses on the strong correlation between animal abuse and human violence. NYSHA is currently scheduling its workshops for 2015.  . 

Level 3 Sex Offender Arrested

On January 28, 2015 at around 8:50 p.m., City of Poughkeepsie Police Detectives arrested Jake Corston Jr. (a 47-year-old City of Poughkeepsie resident) for committing the crimes of failure to register and verify, and falsifying business records in the first degree, both class E felonies. Jake Corston Jr. is a registered Level 3 Sex Offender. Jake Corston Jr. is currently in the City of Poughkeepsie Police Department cellblock pending his arraignment at City of Poughkeepsie Court. Abused Dog Located; $1000 Reward for Information

On December 28, 2014, at 7:56 a.m. a man was videotaped beating a dog in Pulaski Park near Talmadge Street. The man and the dog were gone when City of Poughkeepsie Police officers arrived. Since that day the members of the City of Poughkeepsie Police Department have worked relentlessly to identify and locate the man and the dog. The man has been identified as, THEOPHILUS J BURKE, a 37-year-old Brooklyn man, and the dog has been identified as BURKE’s dog “GIZMO”. GIZMO is described as being a two- to three-year-old small white dog, possibly a Maltese. A Dutchess County Court arrest warrant has been filed against BURKE charging him with Animal Cruelty. On January 29, 2015, Detective Sergeant John Zeltmann and Detective Garth Mason recovered “GIZMO” at an address in Brooklyn, New York. The City of Poughkeepsie Police Department was assisted in this by members of the NYPD’s 67th and 69th Precincts. GIZMO was transported back to the City of Poughkeepsie Police Department. GIZMO appears to be healthy, but is being checked out by a Veterinarian. GIZMO will be sheltered at a local facility until the Court case is resolved. On Tuesday, Feb. 17, 2015 members of the City of Poughkeepsie Police Department Neighborhood Recovery Unit and Emergency Services Unit conducted a search warrant at 82 South Hamilton Street, apartment 4C. This search warrant was the result of an investigation conducted by the Neighborhood Recovery Unit regarding narcotics distribution at that location. As a result of the investigation, officers recovered a 108 bags of heroin, 50 bags of crack cocaine, packaging materials, a small quantity of marijuana, and seized approximately $492. Ronald L. Davis, Jr., 37, and Valarie M. Davis, 33, both of 82 South Hamilton Street, apartment 4C, Poughkeepsie, were arrested and charged with two counts of criminal possession of a controlled substance in the third degree, a class B felony. Daniel A. Bryan, 33, of 860 E. 221st Street, Bronx, NY was arrested and charged with unlawful possession of marijuana, a violation. Ronald and Valarie Davis were arraigned by the City of Poughkeepsie Court. Ronald was remanded to the custody of the Dutchess County Jail without bail and Valarie was released to the supervision of Dutchess County Probation under electronic monitoring. Daniel Bryan was released on an appearance ticket. Man Shot at Party on Pine Street

On Saturday, Feb. 28, 2015 at 4:21 a.m. City of Poughkeepsie 911 received a call reporting a shooting at 80 Pine St. Responding Officers found a 27-year-old city resident suffering from a gunshot wound to his right leg, groin and left leg. The victim was transported to MHRH ER where he is being treated; he is expected to live. The victim was inside 80 Pine St. at a party when he was shot. At this time the circumstances that lead to the shooting are unknown. Four Arrested after Shots Fired

On March 11, 2015 at 9:12pm City 911 received several calls reporting shots fired in the area of 8 Delafield Street. Responding Officers found shell casings in the street on Duane St, and one house struck by gunfire. A short time later a vehicle that had been struck by gunfire arrived at Police Headquarters. Witnesses stated that the suspects had fled the area in a white Volkswagen Jetta. On March 11, 2015 at 9:12pm City 911 received several calls reporting shots fired in the area of 8 Delafield Street. Responding Officers found shell casings in the street, one house hit. A short time later a vehicle that had been hit by gunfire arrived at Police Headquarters. Witnesses stated that the suspects had fled the area in a white Volkswagen Jetta. After interviewing intended victims and witness what happened was this: Several occupants of the white Jetta later identified as JOSEPH J. LANE, a 19 year old City resident, JOEY BELL, a 20 year old City resident, and CHRISTIAN BEEHLER a New Paltz resident were spray painting graffiti on houses in the area of Duane and Delafield Streets. The vehicle that was hit by gunfire stopped to look at the graffiti, words were exchanged between LANE and the occupants of the vehicle. LANE then pulled out a gun and began firing at the car as it fled hitting the car twice and hitting a house on Delafield St behind the car once with that bullet going through a window under which the occupant was on a couch watching TV. The vehicle hit with gunfire drove to Police Headquarters to report the incident; LANE and the others fled in the Jetta, and were eventually stopped by Police and arrested, no gun was recovered that night. During the day March 12, 2015 Officers searched the area the Jetta had fled the night before and located a .40 caliber Highpoint Semi-automatic Pistol in a hedge where it had been thrown from the car. JOSEPH LANE was charged with Criminal Possession of a weapon 2nd degree, a class C felony; Reckless Endangerment 1st degree a D felony and Criminal Mischief 3rd degree an E felony JOEY BELL was charged with Criminal Mischief 3rd degree an E felony. CHRISTIAN BEEHLER was charged with 2 counts of Criminal Mischief 3rd, one for spray painting the houses, the other for kicking out the Police car window. All were arraigned in City Court today and remanded to the Dutchess County Jail. Anyone with information on this incident is asked to call the City of Poughkeepsie Police at 451-7577.

On Wednesday, March 11, 2015 members of the City of Poughkeepsie Police Department Neighborhood Recovery Unit were assisted by the New York State Police Community Narcotics Enforcement Team and the City of Poughkeepsie Police Emergency Services Unit in executing a search warrant at 15 Thompson Street in the rear garage. This search warrant was the result of an investigation conducted by the Neighborhood Recovery Unit regarding marijuana distribution at that location. As a result of the investigation, officers recovered approximately three and a half pounds of marijuana and seized approximately $4170. Clive A. Scott, 47, of 15 Thompson Street, Poughkeepsie; Dexton H. Brown, 48, of 63 Lent St 2nd Floor, Poughkeepsie; Theodore G. Freeman, 35, of 36 Vernon Terrace, Apt. 2, Poughkeepsie; and Shaquan D. Smith, 22, of 29 North Hamilton Street, Poughkeepsie were all arrested and charged with criminal possession of marijuana in the second degree, a class D felony. All subjects were arraigned in the City of Poughkeepsie Court on Thursday March 12, 2015 and all were subsequently remanded to the custody of the Dutchess County Jail.
